NYSIF announced the arrest of a Central New York building contractor on felony workers’ compensation fraud charges for an alleged case of application fraud.
Officers from the Jefferson County Sheriff’s Department arrested Robert Decker, of Watertown, NY, on October 6, on charges of offering a false instrument for filing and fraudulent practices, both felonies, for allegedly making false statements on an application for a workers’ compensation insurance policy with NYSIF.
Investigators said Mr. Decker previously had an insurance policy with NYSIF when he operated RD Builders in November 2005, a policy cancelled for non-payment a few months later. In 2008, he applied to NYSIF’s Syracuse office for workers’ compensation insurance doing business as Bull Rock Development, Inc.
At the time, Mr. Decker allegedly failed to divulge that he owed NYSIF $1,732 on the cancelled policy, according to investigators.
Mr. Decker is scheduled to be arraigned in the case on October 26. NYSIF’s Division of Confidential Investigations received assistance in the case from investigators in the New York State Insurance Department Frauds Bureau and the Office of the Workers’ Compensation Fraud Inspector General.
