Freedom of Information Law

Freedom of Information Law (FOIL)

The Freedom of Information Law, Article 6 (Section 84-90) of the NYS Public Officers Law, ensures public access to all records and documents maintained by government agencies with certain exceptions.

Personal Privacy Protection Law (PPPL)

The Personal Privacy Protection Law (Article 6-A) pertains to personal information collected and maintained by state agencies. This includes requests by claimants and/or their authorized designee for workers' compensation or disability benefit claim information.

Requesting Records

Requests to review and/or copy records pursuant to FOIL and/or PPPL must be submitted in writing to the NYSIF Records Access Officer. Your request should provide as much detail as possible about the records that you seek.

If you or your authorized designee is requesting your own records pursuant to PPPL, you must submit a notarized authorization allowing NYSIF to release copies of that information to you or your authorized designee. Please note that a separate authorization is required for each claim number being requested. On the authorization, you must indicate the uses that will be made of such personal information by you or your authorized designee.

Paper copies of records will be provided at a cost of $.25 per page. Records shall be available for public inspection by appointment at NYSIF office locations whenever practicable.

Complete the Open FOIL NY online form to request records pursuant to the Freedom of Information Law.

Requests may be emailed to or sent by regular mail to the following address:

Subject Matter List of Agency Records

New York's FOIL law (Article 6, Section 87 (3)(c)) also states that each state agency "shall maintain a reasonably detailed current list by subject matter of all records in the possession of the agency, whether or not available under this article."

Right to Appeal

To the extent you believe you have been denied access to a record by NYSIF, you have thirty (30) days from the date of the determination to make a written appeal. You may make an appeal by writing:

Office of the General Attorney
New York State Insurance Fund
