Four Appointed to New Posts

Executive Director & CEO Eric Madoff announced the following appointments at NYSIF:

Shirley Stark, Chief Operating Officer and Deputy Executive Director
Shirley joined NYSIF after more than 22 years in the Office of the New York State Attorney General. She has worked at NYSIF for 11 years and has served NYSIF as Deputy General Attorney, Deputy Executive Director, and, for the past five years, as Chief of Staff. In that role, Shirley successfully oversaw a complete revamp of the NYSIF website, directed the implementation of a redesigned premium bill for 200,000 NYSIF policyholders and led the NYSIF rebranding initiative, which has been well received by our employees and customers. Shirley was promoted to Chief Operating Officer in November 2019.

Joe Mullen, Deputy Executive Director
Joe will continue to lead our Policyholder Services operations. He joined NYSIF in 1997 as a senior budget analyst and has served as director of Financial Administration and director of Administration. Taking on a broader role in business operations, Joe was named director of Business Operations for Policyholder Services last summer. He has since guided several initiatives, including a streamlined eQuote and application, an underwriting reorganization to better meet customers’ needs, and several updates to the Premium Audit process.

Patti Albert, Assistant Deputy Executive Director
Patti will continue to take leadership responsibility for all NYSIF claims operations as director of Claims. Ms. Albert joined NYSIF in 1987 as a claims clerk. She rose through the ranks as a hearing rep, business manager of the Syracuse Office, and regional director for Claims. Patti has been instrumental in leading the transformation of Claims operations to better serve policyholders and claimants.

Patti Carroll, Director of Administration
Patti joined NYSIF nearly 13 years ago after 17 years with the NYS Department of Labor, where she served in accounting and budget roles, including as director of Agency Budget Services. At NYSIF, Patti most recently served as director of Financial Administration, overseeing Human Resources, Personnel, Training, Procurement, Labor Relations and Facilities.
