NYSIF Procurement Opportunities

NYSIF Procurement Guidelines apply to all acquisitions entered in to by NYSIF in accordance with New York State and Workers’ Compensation Laws, New York State Procurement Council Guidelines, and/or any other applicable rule, regulation, statute or opinion issued by NYSIF. Minority and Women-Owned Business Enterprises

NYSIF encourages participation by New York State Minority- and Women-Owned Business Enterprises (M/WBE) in its procurement projects. NYSIF is committed to achieving the statewide goal of increasing opportunities for M/WBEs and helping these businesses thrive. NYSIF has established an M/WBE participation goal of at least 30 percent for all NYSIF contracts. In addition, NYSIF has instituted an asset management and financial institution strategy to increase use of M/WBE investment and financial services firms.

Service-Disabled Veteran-Owned Businesses

The Service-Disabled Veteran-Owned Business Act allows eligible business owners to become certified as New York State Service-Disabled Veteran-Owned Businesses (SDVOB) to increase their participation in New York State contracting opportunities.

Contact the Office for General Services Division of Service-Disabled Veterans’ Business Development for more information on SDVOB requirements and certification.

Complete our Procurement Bidders form to be added to our bidder database. NYSIF notifies bidders by email when a NYSIF solicitation is released for public bidding.

Electronic Payment Policy

NYSIF uses electronic funds transfer for payments to administrative contractors and vendors, consistent with the NYS Taxpayer Accountability Office initiative to reduce payment processing costs. Read our EFT policy and complete our Vendor Authorization form. NYSIF Procurement forms are for NYSIF suppliers and vendors only.

Pursuant to Budget Bulletin B-1187, QPSC contracts are available upon request. There are no procurements that fall under the order at this time.

Single source procurements

New York State law allows state agencies to procure goods and services without a formal competitive process in limited circumstances. New York State Finance Law Section 163(10)(b) requires state agencies to post summaries of single source procurement contracts within 30 days after contract award.
